Between the year 1968-1971 a few Vice Lord factions formed in the Austin neighborhood on Chicago’s west side in order to fight back against racism against African Americans during a difficult racial transition in southern Austin. The Conservative Vice Lords settled Austin at this time but there was also the foundation of the Apache Vice Lords, Undertaker Vice Lords and Cicero Vice Lords. The Cicero Vice Lords and Undertaker Vice Lords were real close and were “first cousins” to one another. They then formed an alliance in 1971 called “Insane” and that was the birth of the “Cicero Insane Vice Lords” and the Undertaker Vice Lords were part of Insane as well. In that same year of 1971, Troy Martin created his own branch called the “Central Insane Vice Lords” and they became part of the Insane alliance. The Central Insane Vice Lords were started along Central Avenue by Columbus Park around the Central Ave and Madison Street to Adams Street area. This was a park being hotly contested racially at the time, especially over the pool at the park. The Apache Vice Lords would also join in the Insanes and became the “Insane Vice Lords.”
In November of 1976, King Troy Martin was convicted of murder/attempted murder. King Troy’s home was burglarized, and he accused Charles Mcgee of burglarizing his home. Mcgee claimed he didn’t burglarize the home and Martin offered to have him come over to his place to clear up the accusation. When Mcgee arrived, Martin came out of another roof with a large silver knife and stabbed Mcgee in the chest a few times according to court documents. Mcgee managed to escape and survive but died a few months later in 1977, this caused Martin to receive a murder charge. Despite being in prison, Troy Martin continued to operate the Central Insanes (Source: People v. Martin).
After Martin’s incarceration the Central Insane Vice Lords were not real strong in numbers on the streets of Austin. In the year 1989, Troy Martin gathered with other Vice Lords leaders of the Insanes and created something much larger as he changed the name of the Central Insane Vice Lords to the “Mafia Insane Vice Lords” and the Insane alliance was obsolete. Instead, the majority of Undertaker Vice Lords, Insane Vice Lords and Cicero Insane Vice Lords flipped to Mafia Insanes by the time the MIVL gang formed on the streets in 1990 making the Mafia Insane Vice Lords one of the larger branches of Vice Lords. Everything the Insane Vice Lords had in the 70s and 80s was handed over to the Mafias which included some suburbs and south side territories. Mafia Insanes were now in Rockford, Bellwood and Maywood as examples. A Grand Boulevard deck the Insane Vice Lords owned was not under the Mafias and the Mafias took over IVL hoods in South Chicago and Fuller Park.
In the year 1998, Troy Martin was released from prison after spending over 20 years behind bars. According to court documents, Martin became immediately involved in major drug trafficking and weapons trafficking in collusion with Four Corner Hustlers and Cicero Insane Vice Lords(Source: UNITED STATES v. MARTIN). When Troy Martin got out of prison the Mafia Insanes grew incredibly as they expanded into Joliet, Cicero, Decatur and multiple other states, suburbs and more city blocks.
In 2004, authorities closed in on Troy Martin and by 2005 he was back in prison. Martin would spend around 10 years behind bars until his case was reviewed and he was released. Martin did not step into retirement after his release and continued to run the Mafias and he moved to the suburb of Bolingbrook. Because he was still active in the Mafias he ended up being arrested and brought up on more RICO type charged in 2021 at close to 70 years old. After 2021, I am not sure about the status of Troy Martin but that is Mafia Insane business. The Mafia Insanes have now become the second largest Vice Lord branch in the country.
